Chairman, Chief Executive Officer of Vibra Health Plan, Chief Executive Officer of Vibra Healthcare, LLC, & Cofounder of Vibra Health Plan

Brad has over 30 years of experience in managed care and health care administration. Brad is responsible for the strategic direction, operational execution and profitability of Vibra Healthcare, which operates more than fifty specialty acute care hospitals and outpatient physical therapy centers, along with numerous long term acute care and medical rehabilitation centers nationwide.

From 1985 to 1987, Mr. Hollinger served as the Vice President of Development of Rehab Hospital Service Corporation. He also served as the Chief Development Officer and Operations Executive Vice President of the Contract Service Group of Continental Medical Systems from 1992 to 1995. During his eight years with Continental Medical Systems, Mr. Hollinger served as the Senior Vice President of Development from 1987 to 1990, leading the development and financing of eighteen medical rehabilitation hospitals in seven states. Prior to organizing Vibra Healthcare, Mr. Hollinger served as the Chairman of the Board, President, and Chief Executive Officer of Balanced Care Corporation from April 1995 to November 2001.

Josh Bennett, CMO

Chief Medical Officer

In this role, he is responsible for overall medical management, including quality improvement, utilization management, credentialing, and the Member Advocate Program, Stars Improvement Program, and HCC score improvement.

Josh has over 35 years of clinical and executive experience including over ten years working in commercial and Medicare Advantage Health Plans, over 15 years working in provider owned PHO's and hospital systems, over five years in family practice education and over 20 years of clinical experience. Prior to joining Vibra Health Plan, Josh worked for Premier, Inc. as a Principal on the Population Health Consulting Team. Josh has served in a variety of roles including quality improvement, medical management, patient safety, medical informatics, residency education, and emergency medicine with Coventry Health (now Aetna), Bravo Health (now Cigna), Pinnacle Health (Harrisburg, PA), WellSpan Health (York, PA), and Capital Blue Cross (Harrisburg, PA).

Josh is a cum laude graduate of Penn State University, received his MD degree from The Johns Hopkins School of Medicine, and a Master of Business Administration degree with highest honors in health care management and systems from DeSales University (Allentown, PA). He is an active runner and skier and has donated his time and expertise to several nonprofit soccer clubs in the Harrisburg area.

Beth has 28 years of Medicare Fee-for-Service experience, with 20 years in management roles and 18 years leading workload implementations, including leading the implementations for two of the largest Medicare Administrative Contracts (MAC) nationally.

Prior to joining Vibra, Beth served as the vice president of contract management for the largest Medicare Part A/B Fee-for-Service Contractor in the nation. In this role, she was responsible for all areas of change management, government reporting, user file maintenance and testing, support of operational functions, government and commercial contracting, business development and general contract compliance.

Matthew Vogel, Executive VP and CFO

Executive Vice President & Chief Financial Officer

Matthew has 25 years of experience in health insurance and health care administration, with a wealth of knowledge and expertise in the areas of finance and operations.

Prior to joining Vibra, Matthew was vice president of provider contracting and relations for Highmark Blue Shield, the largest health insurance company in Pennsylvania and one of the largest health insurers in the United States, with five million members. During his 16 years with Highmark, Matthew was responsible for recruiting, contracting and maintaining Highmark’s commercial and Medicare Advantage provider networks in central and eastern Pennsylvania. Matthew helped design and implement patient-centered medical home and accountable care pay-for-value programs. He also led the financial area of a Highmark subsidiary that provided management services to independent physicians.

Prior to joining Highmark, Matthew served as director of finance and accounting for a subsidiary of the Pennsylvania Medical Society. He also served as an audit manager at the public accounting firm, KPMG, in its Harrisburg office.

Timothy Guarneschelli, Executive VP and General Counsel

Prior to joining Vibra, from 1995 to 2014, Timothy was vice president and general counsel for HealthAmerica’s/Coventry’s northeast region, comprising Pennsylvania, Ohio, Maryland, Delaware and West Virginia. While at HealthAmerica/Coventry, Timothy was a member of the board of directors of the Insurance Federation of Pennsylvania.

From 1984 through April of 1995, Timothy served as the executive vice president and general counsel for Vartan Enterprises Inc., a multi-million-dollar commercial real estate development firm, where he was responsible for all areas of general corporate practice, including general contracting and the negotiation of complex real estate transactions.

Jon Armstrong, VP and CIO

Jon has 20 years of information technology experience. Before joining Vibra Health Plan, he provided advisory consulting for an LA based health plan’s successful implementation of Cal Medi-Connect and Covered California programs on the QNXT Enterprise Core Administration system.

Prior to consulting, Jon began his healthcare IT career with a provider owned Illinois Medicaid MCO where he held various positions in IT leadership. Ultimately Jon became the Director of Information Technology where, with a focus on high-growth and expansion, he enhanced the existing IT capabilities while also executing an IT strategy resulting in the successful startup of a subsidiary Health plan.

Craig has over 16 years of Medicare Advantage sales, product management, and marketing experience in leading teams of professionals to meet or exceed plans’ goals.

Prior to joining Vibra Health Plan, Craig served as the assistant vice president of Medicare sales for Affinity Health Plan (greater New York City). Craig has served in a variety of sales, marketing and product management positions with Capital District Physicians Health Plan (Capital & Hudson Valley regions of NY), UPMC Health Plan (Greater Pittsburgh region), and Excellus Blue Cross Blue Shield (Upstate regions of NY).

Laura Forster, CCO
Laura Forster

Chief Compliance Officer

With experience in regulatory compliance related to Medicare Advantage, Prescription Drug Plans, Medicare Supplement and Medicare-Medicaid Programs, Laura is the newest member to join the Vibra Health Plan Leadership Team, as our Chief Compliance Officer.

Laura also brings corporate compliance experience from not-for-profit regional health plans and years of experience as a consultant to the New York State Department of Health and the New York State Office of Children & Family Services.

Laura provides critical leadership to Vibra in ensuring the delivery of high quality, cost effective healthcare to our members in a manner that complies with legal and regulatory requirements, upholds the Vibra Health Plan values and exceeds expectations of member-focused, ethical conduct.
